1. INTRODUCTION

In Meghalaya, the currently available system requires the pensioners to visit their nearest Treasury Office for auto-verification of their identities with the help of a Fingerprint-based Verification System or paper-based. This however, poses a hindrance to many pensioners especially for those who are residing in the rural areas. It is also inconvenient for the pensioners to visit the Pension Disbursing Agency due to their old age.

The Pensioner's Life Certificate Verification mobile application therefore offers pensioners an easy and hassle free interface for verifying their liveness to the Pension authorities using Face Verification and other Artificial Intelligence Techniques. Additionally, the pensioner can also submit his/her Self Declaration for Non Employment /Non marriage and also track the status with this app.

2. WHO CAN USE THIS APP?

This Mobile App is applicable only to the Pensioners of the Government of Meghalaya(Treasury PDA). The services can be extended to Bank PDAs in the near future.

3. HOW TO DOWNLOAD THIS APP?

You can download the android version of the app from Google Play Store.

4. MINIMUM REQUIREMENTS

The minimum requirements for using this application are:-

(i). Your smartphone should have a front camera.(>2 MP) [Currently the app supports only front camera for better security.].
(ii). Your device Android version > 5.0
(iii). An internet connection.
5. PROCESS OVERVIEW
STEP NO.1. REGISTRATION:-

You need to register first before you can use this mobile app.Please click here for the registration process.
STEP NO.2. LOG IN:-

You can log in to the app by providing PPO No. and the password which is set by you during registration.
STEP NO.3. SUBMIT PHOTO:-

This is a one time process. You will be prompted to submit your photo only if you haven’t submitted your photo. Oherwise, the system will just verifiy your face after every 6 months. The frequency of face verification is twice in a calender year. It will be counted from the last date the system verified your Face successfully.
STEP NO.4. SUBMIT SELF DECLARATION:-

After the system has succesfully verified your photo, then you can proceed for submission of your Self Declaration for Non-Employment and Non Marriage Check carefully before submitting.

  • (i) Click on "Register/Forget Password" on Log in Page.
  • (ii) You will be able to view the instructions as depicted in the figure below.
  • (iii) Please register yourself by entering the required details.

    STEP NO.1:
    Enter your PPO No. For PPO NO, please refer to the front page of your Pension Passbook.

    STEP NO.2 :
    1. Enter Date of Birth in dd-mm-yyyy format. For eg. if your date of birth is 7th of March, 1950, please enter it as 07-03-1950. You have to also enter your Bank Account number.

    2. Set a password of your choice.


[Note: For a family pensioner, please make sure that you do not enter your Date of Birth. Instead, enter date of birth of the person who was working in a Government Department for which you claimed your pension.]

7. SUBMIT PHOTO/SELF DECLARATION.
  • (i) You can submit your photo or do Face verification by clicking on "Submit photo" after login on Home Page.
  • (ii) Read the instructions carefully(refer Fig 1.1).
  • (iii) Your photo will be sent to the Treasury Office for Approval. Please check your photo carefully before submitting(refer Fig 1.2). Once approved by the Department, you will not be prompted for submission of photo the next time you login.
  • (iv) After successful submission of photo or face verification, you can proceed for Submission of Self Declaration for Non-employment or Non-marriage.
    Non-Employment/Re-employment(refer Fig 1.3) is required for pensioners other than Family Pensioners. For Family pensioners,Non Marriage declaration is also required (refer Fig 1.4) has to be submitted.
  • (v) If your photo is rejected, you need to re-submit your photo.

8. CHECK STATUS
You can check the status of your Submitted Photo(refer Fig 2.1) or the details of the your Last Face Verification (refer Fig 2.2) clicking on "Check Status" on Home Page.
9. CHANGE YOUR PERSONAL PASSWORD
If you wish to change your password, you can click Change Password on Home Page (refer Fig 3).
However, if you cannot login or if you forget your password, kindly follow the steps you did at the time of registration.
